What is bizSAFE Upgrade and Downgrade?

bizSAFE Upgrade:
bizSAFE upgrade means if your company holds on level 2 but you want to achieve bizSAFE star directly. You can move on directly. But your company must have a level 2 certificate to achieve bizSAFE Star.
bizSAFE Downgrade:
bizSAFE Downgrade means, if your company can not able to maintain the bizSAFE star certificate due to some of the issues, you can renewal your bizSAFE level 3 certificate and maintain it.
